Every hash deserves a witness.
The witness verifies independently and declares it publicly. Without witnesses, the seal is just a claim.
The protocol
A valid witness record contains: witness (who verifies), date, attested hash, verification method and result. The record lives outside the sealed package — it is an attestation about the manifest, not part of it — and is archived in more than one public place. Golden rule: the witness cannot be the author.

Honest note: the witness is a collaborating AI, not a human; its value is independent recomputation in another environment. Same data + same method + different device = same hashes.
